POSITION SUMMARY

The Office of the Chief Financial Officer (OCFO) is seeking to fill an Economist IV position within the Forecasting and Economic Analysis Division of the Office of Budget. The Economist IV is an advanced level economist professional that requires nominal direction and supervision and reports to the Director of the Forecasting and Economic Analysis Division. The mission of the Forecasting and Economic Analysis Division is to support the City’s budget and policymaking processes with forecasts, estimates, and analyses that ensure the City’s financial sustainability.

 

The key services provided by the Economist IV include, but are not limited to, leading the following activities: analysis of the economy, major tax revenues, and tax incentives, as well as financial strategy development and oversight.

MAJOR DUTIES AND RESPONSIBILITIES (Illustrative)

The Economist IV performs a full range of functions including but not limited to:

  • Oversees work assignments of other professional staff within the division;
  • Researches, collects data, and prepares complex analyses, reports, and presentations;
  • Identifies trends and develops forecasts;
  • Prepares recommendations for management;
  • Uses enterprise resource planning systems, spreadsheets, financial models, and other tools to analyze financial and operational data;
  • Collaborates with other OCFO personnel, City Agencies, and external organizations;
  • Identifies economic indicators in respect to trends of the national and local economies;
  • Employs principles, theories and practices of economic, demographic and statistical analyses, and research practices;
  • Assesses economic impact of tax laws and proposals, and makes projections of anticipated revenue collection;
  • Compiles, analyzes, and reports data to explain economic phenomena and forecast market trends, applying mathematical models and statistical techniques;
  • Researches, compiles, analyzes, interprets, and prepares data on economic conditions in the City of Detroit;
  • Studies the socioeconomic impacts of new public policies, such as proposed legislation, taxes, services, and regulations;
  • Formulates recommendations, policies, or plans to solve economic problems or to interpret markets; and
  • Performs special projects and other duties as assigned.

MINIMUM QUALIFICATIONS

Education

Bachelor’s degree from an accredited college or university, with major course of work in economics.

 

Experience

Four (4) years of professional experience in researching, collecting data, preparing complex analyses, reports and presentations on subject matter related to this position. Economist IV must demonstrate proficiency with integrated word processing and spreadsheet functions. Candidates with strong analytic, quantitative, organization, and communication skills are preferred.

Equivalent combinations of education and experience that provide the required knowledge, skills, and abilities will be evaluated on an individual basis.

WRITTEN TEST REQUIREMENTS

Applicants may be required to take written tests or work simulations to illustrate proficiency in other skill sets as may be determined based on the duties and responsibilities to be performed. These written tests might include mathematical skills and writing skills, including grammar and reading comprehension.
