The Office of the Chief Financial Officer is seeking to fill multiple Accounting Technician IV (Payroll Technician) positions within the Payroll Division of the Office of the Controller. The Accounting Technician IV (Payroll Technician) is an advanced level paraprofessional that requires nominal direction and supervision.


Accounting Technicians IV (Payroll Technicians) perform a wide variety of recording keeping and payroll process activities, including inspecting automated system outputs such as registers and standard reports, determining and correcting out-of-balance conditions, gathering payroll data, researching and preparing special reports, auditing and reconciling payroll records, maintaining and validating garnishment payments. Accounting Technicians IV (Payroll Technicians) may also be required to train end users on the payroll system as well as other Accounting Technicians (Payroll Technicians).


The Accounting Technician IV (Payroll Technician) performs a full range of payroll and payroll processing functions including but not limited to:

  • Plans, assigns, and coordinates the work of Accounting Technicians I, II, III and other clerical and administrative staff;
  • Acts as liaison between payroll and Payroll Technology System Administrators to ensure payroll staff understanding and implementation of payroll system requirements and revisions;
  • Monitors the automated payroll system through the use of Business Intelligence Reports (BI) and reconciles accruals and use of vacation, holiday, sick and miscellaneous leaves of absence;
  • Receives employee inquiries concerning pay related issues. Identifies the issue/problem; researches a solution and transmits the response to the inquiring employee;
  • Maintains related records, filing tax reports and voluntary deduction reports, processing involuntary deductions such as levies and garnishments;
  • Assists with periodic internal audits of various payroll areas and prepares materials for external or internal auditors;
  • Monitors payroll processing issues and identifies needs for operational revisions, preparing service requests (SR’s) to correct issues that have been identified;
  • Updates and corrects in the automated system individual employee payroll records after an audit, back pay award or other recalculation of employee salaries, benefits and other pay related issues;
  • Provides support for budget development, accounting, payroll and management information by preparing reports, extracting information and running reports;
  • Conducts end user training in various aspects of the Payroll Operating System, procedures and processes;
  • Validates, monitors, controls, and maintains payroll transactions and payroll/accounting records for multiple departments and agencies;
  • Assists with the reconciliation of subsidiary ledgers to general ledgers for payroll related transactions;
  • Reviews time sheets, work charts, wage computation, and other information to detect and reconcile payroll discrepancies;
  • Computes wages and deductions, and enter data into computers; and
  • Processes and issues employee paychecks and statements of earnings and deductions.

High School graduation or General Educational Development (GED) certificate. It is preferred that the high school coursework include some basic business or business related classes, such as basic computer skills, software packages, bookkeeping, or other business related coursework. Some positions may require an Associate’s Degree or 50 college credit hours in accounting, management, finance, or related field.



Three (3) years of experience involving payroll operations or functions associated with maintaining ledger accounts, reconciling and executing adjustments, and preparing financial statements. Accounting Technician IV (Payroll Technician) must demonstrate proficiency with integrated word processing and spreadsheet functions.


License / Certificates




Equivalent combinations of education and experience that provide the required knowledge, skills, and abilities will be evaluated on an individual basis.

Applicants may be required to take written tests or work simulations to illustrate proficiency in other skill sets as may be determined based on the duties and responsibilities to be performed. These written tests might include mathematical skills and writing skills, including grammar and reading comprehension.
